Almost half of all councils in England are at risk of effective bankruptcy. The situation is particularly severe in people services – both children’s and adults social care.

 

The challenges are deep-rooted. Too often services are organised around institutional and professional boundaries rather than people. People have to repeat their stories and struggle to get support that will make a difference to their lives. At the same time, costs continue to rise.


Mutual Ventures Chief Executive, Andrew Laird, was joined by three fantastic guests:

 

  • Nicole Wood, Chief Executive, Essex County Council

  • Owen Mapley, Chief Executive, CIPFA

  • Prof. Donna Hall, Mutual Ventures Non-Exec Director and former Chief Executive of Wigan Council 

 

The panel had a wide-ranging discussion, covering issues such as:

 

  • What the spending review means for council finances – do we now have clarity and an ability to plan?

  • The reality of managing escalating demand with declining resources

  • Rethinking the role of councils - from providers to convenors/enablers

  • The additional challenge of local government reorganisation

 

We also explored the concept of Radical Place Leadership and the importance of finding savings in the spaces between siloed services and recreating trust and connection with communities.
