A perfect ten for Fostering Recruitment Hubs!

Mutual Ventures welcomes the launch of ten regional fostering recruitment hubs.

Today marks the launch of the tenth fostering recruitment hub, marking a significant step in the transformation of fostering services in England.


Local Authority Fostering South East, brings together the expertise of 20 councils from across the south east of England – from Kent and Isle of Wight to Oxfordshire and Milton Keynes. The south east hub joins nine other regional hubs, covering around 96 out of the 152 local authorities in England.

The establishment of Fostering Recruitment Hubs is part of the DfE’s Recruitment and Retention Programme, designed to deliver end-to-end improvements in the foster carer recruitment and retention process. It aims to increase foster carer numbers and provide more loving homes for vulnerable children.

The Programme formed part of the government response to the 2022 Independent Review of Children’s Social Care, which, amongst its recommendations, called for a national recruitment drive for 9,000 additional carers.

The aim of the new regional hubs is to do recruitment differently and make the most of the benefits of scale in organising recruitment campaigns and delivering services. Katie Jones, hub manager for Foster for East Midlands, says: “having the chance to focus purely on the recruitment and early stages of the fostering process has been truly refreshing. It is powerful to get a group of experienced and passionate professionals together all working towards the same goal.”

Mutual Ventures has been delighted to support the set-up of the hubs, as DfE delivery partner, providing coaching support, practical advice and challenge throughout the duration of the programme.
