Ian Waters

Ian’s background as a qualified Social Worker alongside his experience leading transformation programmes in the public sector gives him a unique perspective. Ian uses this to work effectively at all levels of local government, as well with external policy makers and regulators to design and deliver services to improve outcomes.

Ian is passionate about improving citizen’s lives and has significant transformation experience in organisations responsible for children’s social care, adult’s social care and integrated care systems. A feature of his work has been translating ‘external’ strategies and policy shifts into workable solutions that benefit the local context and individual staff and citizens.

Ian brings significant experience of project management and programme leadership and has led large and complex change programmes delivered within challenging stakeholder environments. He has worked extensively for central government departments including the DfE and DHSC, local authorities, integrated care systems, and private children’s services providers. Ian has also worked internationally to support governments to develop their social care system.
