Catriona Moore

Cat is an experienced consultant and project manager who loves working with people and tackling complex challenges across public services. She joined Mutual Ventures in summer 2024, having previously worked with the Department for Education, Home Office, Ministry of Justice, and Department for Transport. She brings strong analytical skills and a human‑centred approach to delivery.

Cat leads and delivers consultancy projects focused on service design, operating model development, and programme delivery. Recent work includes shaping and driving a service reform pilot in an inner London borough and facilitating national learning support for Local Family Justice Boards. She has also led workstreams on the Families First Partnership programme and the Regional Crae Cooperative pathfinder programme. She’s motivated by shaping inclusive, citizen‑focused public services and combines strategic insight with hands‑on delivery to help teams change in a sustainable manner.

Outside of work, Cat enjoys reading, running and cooking. Although she has called London home for several years, she is happiest when up a hill in Scotland.
