Frances Flaxington

Associate

Frances has many years experience working across criminal justice and children’s social care sectors and leading transformation working in partnership. Following operational roles in the Probation Service she became Deputy Chief Inspector of Probation and then took on policy roles in the Home Office and Ministry of Justice with a focus on protecting victims and offender rehabilitation. Frances then became a Strategic Director in Catch22, a social business delivering services to support vulnerable children and young people, leading DfE funded innovation projects and a Lottery project to replicate youth crime prevention programmes. She also had oversight of the National Leaving Care Benchmarking Forum. Her current portfolio includes Senior Associate roles with the Young Foundation, the Prison Reform Trust and Innovation Unit, Trustee for the Criminal Justice Alliance and she is a member of the National Crime Agency’s Independent Reference Group.
