Building control services – Elmbridge Borough Council
In late 2013, Mark Webb, the Building Control Manager from Elmbridge Borough Council contacted Mutual Ventures for support in assessing the best future delivery model for the Building Control Service. His desire to assess the options available to the service was in response to the increasing levels of competition in the market place, mainly as a result of the growing numbers of private-sector Approved Inspectors. In addition to this, with trading restrictions limiting the ability of in-house services to operate outside of LA boundaries and develop new income streams, the service was unable to move quickly to meet the changing demands of customers.
Mutual Ventures worked closely with Mark and his team, and stakeholders within the Council, to conduct an Options Appraisal. The resulting report was submitted to the Council in March 2014 recommending that the service become a Public Service Mutual (PSM). Subsequently the Council agreed that the PSM option should be explored further, and applied to the Cabinet Office’s Mutual Support Programme (MSP) for funding to create the new organisation. Mutual Ventures were appointed and worked with Mark and his team to develop a five year business plan, financial model and transition plan. We are currently support Mark through the transition and go-live phase.
